National Strategic Plan to Combat Money Laundering 2026–2030

The National Strategic Plan to Combat Money Laundering 2026–2030 sets out Spain’s roadmap for protecting the integrity of the financial system against money laundering and strengthening the national response to the use of the legitimate economy for criminal purposes.

The Plan is based on the risks identified in the 2026 National Risk Assessment and pays particular attention to the illicit use of crypto-assets and blockchain technologies, opaque corporate structures, the professionalization of money-laundering services, digital fraud, ‘mule’ accounts and the use of artificial intelligence to create false identities or documents.

The strategy is underpinned by a risk-based approach, coordination between authorities, international cooperation, the responsible use of new technologies, collaboration with the private sector and the periodic evaluation of results.

Its actions are organized around six objectives:

  1. To improve understanding of emerging threats, vulnerabilities and risks.
  2. To strengthen prevention, detection and supervision through technology, data analysis and greater transparency regarding beneficial ownership.
  3. Strengthen money laundering investigations and prioritize the identification, freezing, confiscation and recovery of illicit assets.
  4. Align Spanish regulations with the new European framework and FATF standards.
  5. Improve the private sector’s preventive capacity through guidelines, training, information exchange and the dissemination of warning signs.
  6. Intensify cooperation between national authorities, the new European Money Laundering Authority and international organizations.

COPBLAC will oversee implementation through regular monitoring reports.

This model will enable an assessment of compliance with the measures, the adaptation of actions to new risks and the strengthening of accountability during the period 2026–2030.
